Cost-of-living crisis: students and early-career nurses need urgent support

19 May 2026

Nursing students are facing increasing financial strain, while early-career nurses are overwhelmed by student debt and stagnant wages, RCN analysis finds

Student nurse looking serious

Better financial support for nursing students鈥痠s needed鈥痶o鈥痯rotect鈥痶he future generation of the workforce,鈥痶he RCN says.

The call comes鈥痑s鈥our survey鈥痵hows that鈥93%鈥痮f students鈥痑re concerned about finances, with 60% of those concerned cutting back on food and essential bills to cope with the cost-of-living crisis.

We’re calling for a package of鈥痬easures鈥痶o protect nursing students across the UK. This includes uplifted maintenance grants, on top of existing support that should rise with inflation each year, as well as upfront grants to cover鈥痑dditional鈥痗osts unique to nursing degrees, such as travelling to clinical placements.

RCN General Secretary and Chief Executive, Professor Nicola Ranger,鈥痵aid:鈥“This is a crisis that risks choking the supply of nurses at the source. Nursing students are the future of the NHS workforce, the essential infrastructure of our country, and are vital for keeping the health system afloat. A failure to invest leaves them at the mercy of extreme financial pressures and puts patients at risk.”

Findings鈥痜rom the鈥痵urvey鈥痙emonstrate鈥痟ow鈥痭ursing university degrees鈥痑re becoming鈥痷naffordable for many.鈥疶wo-thirds鈥(63%)鈥痮f respondents鈥痵aid鈥痶hey've鈥痗onsidered鈥痲uitting. The most common reasons鈥痺ere鈥痓alancing paid work and study (70%), financial difficulties (61%)鈥痑nd stress and mental health challenges (60%).

Well over鈥痟alf (62%)鈥痮f respondents,鈥痺ho said money was a concern,鈥痶old us鈥痶hey'd borrowed money from friends and family,鈥痑nd鈥痭early one鈥痠n five (19%) said they'd taken out a loan. Students鈥痑lso鈥痳eported the current NHS Learning Support Fund鈥痜ails to鈥痥eep up with their essential costs such as rent.

We believe nursing students across the UK need an鈥痑dditional鈥£5,000 per calendar year. This amount should not be a loan, must be available universally, and should rise each year in line with inflation.

While鈥痑dequate鈥痜unding鈥痠sn’t鈥痠n place, there is financial support available.鈥痀ou can find further鈥痙etails and get support here.

Nicola continues:鈥“It’s鈥痑bhorrent that anyone should have to go without food or heating, be pushed into debt, or struggle to have enough for their children, let alone those who are supposed to be studying. University should be about learning, gaining experience and developing skills. Instead, students are spending their energy worrying about bills.

“It’s鈥痗lear that existing鈥痜inancial support is simply inadequate. Maintenance loans and the Learning Support Fund鈥痜ail to鈥痚ven cover students’鈥痳ent, leaving them hundreds of pounds out of pocket every month and pushing them into debt that they spend鈥痙ecades鈥痯aying back. Instead, patients, staff and students alike need a new deal for future generations of the NHS workforce. One鈥痶hat鈥痯roperly reflects鈥痶he cost of living.”

An RCN report shows how early-career nurses in England are struggling, working in overwhelmed services, with stagnant鈥痵alaries鈥痑nd high levels of student debt.

We’re鈥痷rging the Westminster government to forgive student debt for early-career nurses, which could retain more than 12,000 nurses in the NHS; and improve starting salaries and career progression opportunities. This will keep talented nurses in post, relieve pressure on鈥痵ervices鈥痑nd protect patients.

We’re鈥痑lso calling for a universal preceptorship for all newly registered nurses, automatic progression from鈥痓and 5 to鈥痓and 6 on鈥痶he鈥疉genda for Change鈥痗ontract, and relocation packages.
